Resolution of the Westville Fire District #1, Board of Fire Commissioners, in the County of Gloucester, New Jersey Authorizing a Rescue Pumper and Associated Equipment Agreement with First Choice Fire Apparatus, LLC for a Cyclone Emax Rescue Pumper Fire Apparatus & Associated Equipment
Background
Whereas, The Commissioners of Westville Fire District #1, in the Borough of Westville, County of Gloucester, State of New Jersey (the “Board” when referring to the governing body and “Fire District” when referring to the legal entity governed by the Board), are in need and desire to authorize the purchase of a Rescue Pumper and associated Rescue Tools; and
Whereas, pursuant to New Jersey statutory law, a Public Hearing was held on Tuesday April 28, 2026 at 6:30 p.m. at the Westville Fire Department, 836 Broadway, Westville, New Jersey 08093 for a public meeting to comment on the Fire District’s expenditure not to exceed $1,450,000.00 from the 2028 Budget for the purpose of purchasing a new E-One Cyclone eMAX Rescue Pumper and Associated Equipment, and
Whereas, in November of 2025 the Fire District was awarded a $900,000 USDA Community Grant Fund Project to help fund the purchase of a Rescue Pumper, and
Whereas, pursuant to N.J.S.A. 40A:14-85, N.J.S.A 40A:11-12A and N.J.A.C. 5:34-7.29(c), the Fire District may, by resolution and without advertising for bids, purchase goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and
Whereas, the purchase is pursuant to and through Sourcewell Contract #082025-RVG-1;
Now, Therefore, Be It Resolved, by The Commissioners of Westville Fire District #1, in the Borough of Westville, County of Gloucester, State of New Jersey, that the Fire District is authorized to execute the Fire Apparatus Purchase Agreement with First Choice Fire Apparatus, LLC to purchase Fire Apparatus based on the proposal from First Choice Fire Apparatus for a
E-One Cyclone eMAX Rescue Pumper and Associated Equipment not to exceed $1,450,000.
Be It Further Resolved, that the Chairman of the Fire District, William Marsden, and Secretary of the Board, Vincent DiCicco, are hereby authorized to execute, on behalf of the Fire District, the Rescue Pumper and Associated Equipment Purchase Agreement with First Choice Fire Apparatus, LLC, and to execute such other documents and to take any and all other actions that may be necessary to effectuate this resolutions.
